RESOLUTION

02. Considered noted and decided as under:-

MUTATION IN RESPECT OF SY. NO. 99/288 (Near Roadways Station) : Col. S.S. Karhade,Nominated Member raised a point that when sub-division of site and change of purpose involved in the old grant property, then how can mutation be carried out in favour of applicant and also added that mutation can be done in favour of legal heirs of HORs only after the regularization of breaches of old grant terms. The CEO clarified that it is inheritance case of mutation and no violation of old grant terms has been done by the legal heirs of Col. Balwant Singh Bisht. The property has to be transferred to the legal heirs of deceased person for taxation/municipal purpose. Mutation will not be done in the cases of old grant where sale-purchase is involved.

The board unanimously decided that the mutation process be done in favour of legal heirs of original HORs .

MUTATION IN RESPECT OF SY. NO. 99/215 (Zaroori Bazar) : The nominated member raised a point that if mutation for case of gift of property can be done only in blood relations. Shri Kishan Chaurasiya the HOR of the property has made a gift deed in favour of his niece Smt. Neeta Chaurasiya. Hence a legal advice may be obtained in this regard once again for the clarification rules-positions in respect of gift deed.

MUTATION IN SY. NO. 99/72 (Aabkari Area) : The board unanimously decided that mutation be done in favour of legal heirs of Smt. Nandi Devi after completion of all formalities.

The board considered the pending mutation cases of old grant property i.e. Sy. No. 149/5, 149/29, 99/126, 99/208, 99/176, and confirmed the recommendation of Civil Area Committee.

The board confirmed the recommendation of Civil Area Committee for mutation in Sy. No. 99/282 and 99/102.

ALLOTMENT OF WATER CONNECTIONS IN KUMPUR LALKURTI AREA : The board confirmed the recommendation of Civil Area Committee.

Point No. 5 of Civil Area Committee

PREPARATION OF SWACHH SARVEKSHAN 2019 AND STAR RATING OF GARBAGE FREE CITIES : The Vice President Shri Mohan Negi suggested that festival allowances may be given to the outsourcing auxiliary staff for motivation and the outsourcing agency also be directed to release the pending arrears outsourcing auxiliary staff. The CEO informed the board the payment of the arrears has been done to outsourcing staff and this office has directed to the previous outsourcing agency for releasing of pending arrears of the remaining outsourcing employees, the outsourcing agency has informed that the pending arrears will be released to the rest outsourcing staff after completion of formalities from their end. The CEO also informed the board that there is no provision in budget and no govt. order is available for providing festival bonus to the outsourcing staff. The PCB said that the outsourcing agency be approached for providing festival bonus to the outsourcing staff from their end.

RESOLUTION

03. The board considered noted and approved the recommendations of finance committee in point nos. 1 to 5.

Point No. 6 TENDER FOR CUTTING, CARRIAGE AND TRANSPORTATION OF FIRE WOOD TO PUBLIC TALLS AND CREMATION GROUND AND ENHANCEMENT OF RATES FOR FIREWOOD AND CHIMNEY WOOD : The board unanimously decided to raise the rates of firewood for non commercial purpose in public tals from Rs. 500/- to Rs. 550/- per qntl and rate of firewood in public tals for commercial purpose @ Rs. 750/- per qntl. The CEO informed the board that Rs. 378/- per qntl has been passed by the board for cutting, carriage and transporation of firewood, but the Finance Committee has recommended Rs. 300/- per qntl for allotment of firewood at cremation ground due to which the board will have to face a loss of Rs. 78/- per qntl. Therefore the rates needs to be enhanced from Rs. 300 to 378 on the basis of no profit no loss. But Shri Sukrit Sah and Shri Sanjay Pant Elected Members insisted not to enhance the rates of firewood in cremation ground as the firewood is needed by the poorest section of the society and they have to pay a large amount for cutting of logs at cremation ground.

The board unanimously decided that Rs. 320/- be fixed for firewood in cremation ground.

Point No. 7 E-TENDER FOR SUPPLY AND INSTALLATION OF HYDRAULIC/ELECTRIC BOOM BARRIER FOR THE YEAR 2018-19 : Considered noted and approved the lowest rates for supply and installation of Hydraulic/Electric Boom Barriers. Two units shall be installed at Pilkholi toll barriers and Ghingharikhal toll barrier at pilot basis.

Point No. 8 E-TENDER FOR SUPPLY AND INSTALLATION OF 60 HP PUMP-MOTOR SET AT DEVI DHUNGA PUMP HOUSE FOR THE YEAR 2018-19 : Considered noted and approved the recommendation of Finance Committee.

Point No. 9. E-TENDER FOR SUPPLY AND INSTALLATION OF SIGN BOARDS IN CANTT. AREA FOR THE YEAR 2018-19 : Considered noted and confirmed the recommendation of Finance Committee.

Point No. 10 E-TENDER FOR SUPPLY AND INSTALLATION OF SEWER JET DRAIN CLEANING MACHINE FOR THE YEAR 2018-19 :- Considered. The CEO informed the board that the Sewer Jet Drain Cleaning Machine will be purchased through the grant of SAP for the year 2018-19, but the grant under SAP has not been released till date. Col. S.S. Karhade suggested that after the purchase of sewer jet drain cleaning machine a large amount will be invested alongwith the manpower in maintenance and handling of machine and plenty of water will be consumed in cleaning of the drains, which does not seems feasible. So, in spite of purchasing a new sewer jet cleaning machine, the machine may be hired on contractual or rental basis for cleaning of drains.

The board unanimously decided that survey be conducted in local and nearest market for hiring of sewer jet drain cleaning machine. The matter regarding supply and installation of sewer jet cleaning machine is canceled till the finalization of market survey.

Point No. 11 E-TENDER FOR SUPPLY OF HANGING STEEL (100 LTRS) AND PLASTIC (10 LTRS) DUSTBIN FOR THE YEAR 2018-19 : Considered noted and approved the recommendation of the finance committee.

Point No. 12 E-TENDER FOR SUPPLY OF GARBAGE CONTAINER FOR THE YEAR 2018-19 : Considered noted and approved the recommendation of Finance Committee. Nominated Member informed the board that a fresh requisition will be send for installation of garbage container in military area. The board unanimously approved the rates for supply of garbage container for the year 2018-19. Installation of dustbins will be done based on revised demand on ground.

Point No. 13 E-TENDER FOR SUPPLY AND FIXING OF CCTV CAMERA IN CANTT. AREA FOR THE YEAR 2018-19 : Considered and approved the lowest rates for supply and fixing of CCTV camera. Further resolved that CCTV camera be installed as per requirement.

Point No. 14. REGARDING THE EXPENDITURE INCURRED IN THE CELEBRATION OF INDEPENDENCE DAY 2018. : Considered noted and approved.

Point No. 15. RATES REGARDING CHECK-DAM CONSTRUCTION IN RANIJHEEL : Considered noted and approved the recommendations of Finance Committee.

Point No. 16. MAINTENANCE AND MANAGEMENT OF ASHIYANA PARK RANIKHET : Considered noted and approved the recommendations of Finance Committee. Further board resolved that charges for ticket of for Ashiyana Park will be fixed by the board after installation of items by the contractor in Ashiyana Park.

Point No. 17. PAYMENT DONE FOR REMOVING OF SILT FROM RANIJHEEL THROUGH E6(b) FOREST CONTINGENCY HEAD : The board considered and deliberated upon the matter at length. Finally it was resolved that more inputs shall be taken on the matter about how the work of maintenance and de-siltation of Ranijheel will be taken up. The board will deliberate upon this matter in the subsequent meeting.

Point No. 18. REGARDING REIMBURESEMENT OF MEDICAL BILLS TO SHRI VINOD KUMAR, SAFAIWALA CANTT BOARD RANIKHET : Considered and approved the recommendation of Finance Committee. Further board accorded sanction in principal for medical reimbursement after thorough scrutiny of rules & regulations of medical attendance rules.

04. IMPLEMENTATION OF PREVIOUS BOARD RESOLUTION DATED 9TH AUG, 2018

The implementation of the board resolution passed by the board on 9 th Aug, 2018 is under progress.

05. Considered and board resolved that the feasibility be checked by the all concerned sections against the recommendation of SMC. Based on their report, action shall be ensured by the office.

06. AUCTION OF FISHES IN RANIJHEEL.

Reference CBR No. 20, dated 9th Aug, 2018.

OFFICE REPORT

It is submitted that sealed quotation were invited by this office vide letter No. 116/Ranijheel/18, dated 02-08-2018 for catching of fishes from Ranijheel. Wherein 3 valid quotations could be received by this office within the stipulated period and the highest rates have been quoted by Mohd. Aslam s/o Shri Ayub, Kuraishi Mohalla, Ranikhet @ Rs. 38 perkg.

The matter regarding cleaning of Ranijheel and auction of fishes was placed before the board and the board vide resolution No. 20, dated 9th Aug, 2018 had resolved that after completion of tender process, the work order may be issued to the highest bidder for catching of fishes and the same may be putup before the ensuing board meeting for noting.

In compliance with the CBR No. 20, dated 9th Aug, 2018 the work of catching of fishes from Ranijheel was done by Mohd. Aslam s/o Shri Abub Khan on 25th and 26th Aug, 2018 in presence of Shri Sukrit Sah, Elected Member Cantonment Board, Shri A.P. Singh, Sanitary Inspector, Shri K. K. Phartiyal, Forest Ranger and Shri Dheeraj Singh Bisht, Dty. Ranger.

Total 904.500 kg fishes were caught from Ranijheel @ Rs. 38.00 per kg. Total income of 904.500 kg fishes is Rs. 38.00 x 904.500 = Rs. 34,371.00.

Mohd. Aslam s/o Shri Ayub has deposited Rs. 34,371/- in Cantt Fund Account vide Receipt No. 1396441, dated 27/28-08-2018.

Hence the matter is placed before the board for noting.

07. CANCELLATION OF SPRING WATER CONNECTION

OFFICE REPORT

It is submitted that a Spring Water connection was allotted to Shri Pan Singh s/o Shri Lacham Singh, Vill Deholi, P.O. Chaubattia for irrigation purpose. At present Shri Pan Singh has requested to cancel the spring water connection allotted to him earlier on above address because at present he is not residing on above address.

As per report of Forest Ranger dated 03-08-2018, Shri Pan Singh has deposited the bills for the year 2017-18 in respect of aforementioned spring water connection.

Hence the matter is placed before the board for cancellation of spring water connection of Shri Pan Singh.

08. REGARDING CONTINUATION OF TEMPORARY RMO IN CANTT DISPENSARY.

Ref:- CBR No. 18, dated 09th Aug 2018.

It is submitted that Smt. Rajeshwari Abhishek Asna d/o Duli Chand Bisen, Bilaspur, Chattisgarh was confirmed to be appointed on the post of RMO (Residential Medical Officer) , Cantonment Board Ranikhet vide CBR No. 18, dated 9th Aug, 2018. In this connection appointment letter vide this office letter no. 121/fu;q0@vkj-,e-vks-@18, dated 10th Aug 2018 was forwarded to Smt. Rajeshwari Abhishek Asna d/o Duli ChandBisen, Bilaspur, Chattisgarh for depositing relevant documents for her appointment on the post of RMO till 15th September 2018. But Dr. Rajeshwari Abhishek Asna has declined telephonically on dated 31st Aug, 2018 to join the post of RMO in Cantt Dispensary Ranikhet and also informed that she will submit the same in written shortly.

The information of the above was submitted to the PCB vide note sheet dated 01-09-2018 as Dr. K.S. Mahar (temporary RMO engaged through outsourcing agency) was relieved w.e.f. 1st Sept, 2018,

Meanwhile this office has received a letter from Dr. Rajeshwari Abhishek Asna on 06-09-2018 for declining to join the post of RMO in Cantt Dispensary as she has accepted another opportunity that is more in line with her skills and future career growth”.

The PCB has already given his approval through note sheet to engage Dr. K.S. Mahar w.e.f. 4th Sept, 2018 through outsourcing agency till the finalization of permanent appointment of RMO.

Hence the matter is placed before the board for re-engagement of Dr. K.S. Mahar as temporary RMO on an honorarium of Rs. 48000/- per month through outsourcing agency w.e.f. 04-09-2018 till the appointment of permanent RMO.

Hence the matter is placed before the board for noting.

09. APPOINTMENT TO THE PERMANENT POST OF RMO IN CANTT DISPENSARY.

OFFICE REPORT

It is submitted that the board vide CBR No. 18, dated 09th Aug 2018 has confirmed the appointment of Dr. Rajeshwari Abhishek Asna on the post of RMO in Cantt Dispensary. But, Dr. Rajeshwari Abhishek Asna has declined to join the post of RMO in Cantt Dispensary vide her latter dated 06-09-2018

The information of the above was submitted to the PCB vide note sheet dated 01-09-2018 and the PCB has already given his approval to engage a temporary RMO Dr. K.S. Mahar w.e.f. 4th Sept, 2018 through outsourcing agency till a permanent RMO is finalized from the waitlisted candidates for the smooth functioning of the Cantonment Dispensary.

Further it is submitted that during the declaration of final result on 31-05-2018, it was mentioned in the final result of RMO that “ if the selected candidate fails to report at Cantt Board Ranikhet within the specified time period and submit necessary documents, the candidates who have been wait listed shall be considered for the in order of their merit ”. The 2nd Rank was secured by Dr. Pawan Tiwari in the interview conducted on dated 31st May, 2018 for the post of RMO in Cantt Dispensary Ranikhet.

Hence the matter is placed before the board for permanent appointment to the post of RMO in Cantt Dispensary.

RESOLUTION

09. Considered. The board approved the appointment of Dr. Pawan Tiwari to the post of RMO in Cantt Dispensary on the basis of interview held on 31 st May 2018 for the post of RMO in the pay band level 10 cell 1 56100-177500 (as per 7th pay commission). The board resolved to issue appointment letter to Dr. Pawan Tiwari.

10. DISPOSAL OF STALL LOCATED AT VARIOUS LOCATIONS IN CANTT AREA.

To consider the matter regarding disposal of stall located at various locations.

Tenders for disposal of shops located at different location i.e. old Kalika tall barrier, basement of Multipurpose Hall and top floor of mutton/chicken stalls (behind of vegetable market) in the Cantonment area for three years vide this office letter No. 237/Nkouh dj@139] dated 17th July, 2018 by publishing a notice in news papers.

Total six tenders were received within the stipulated time. In this connection it is submitted that only one tender was received for the each shop located at basement of Multipurpose Hall and top floor of mutton/chicken stalls (behind of vegetable market). 04 tenders were received for the Old Kalika toll barrier/ The detail of the tenders received by this office is as under:-

RESOLUTION

10. Considered and approved the highest rates for allotment of shops to the highest bidder for the shop in sl. No 1 for the rest two shops the CEO informed that re-tender is being done.

11. RE-ENGAGEMENT OF CHAUKIDAR CUM PUMP OPERATOR ON CONTRACT BASIS.

To Consider the matter regarding continuation of seven Chaukidar cum pump operators from outsourcing agency.

REF:- CBR No. 22 dated 03-06-2017.

OFFICE REPORT

It is submitted that in compliance to the CBR No. 22 dated 03-06-2017, 07 auxiliary staff were engaged as Chaukidar cum pump operators from the outsourcing agency for a period of 03 months. As per the report of work supervisor dated 10-08-2018 the time period of the auxiliary staff had completed on 12-09-2017. The report after the completion of time period of the auxiliary staff couldn’t be placed before the board due to some unavoidable circumstances and the said outsourcing employees are still working till date.

Hence, keeping in view the necessity of supply of water to the general public the time period of the temporary 07 chowkidar cum pump operators need to be extended for the smooth functioning of the work w.e.f 13-09-2017 till date.

Hence the matter is placed before the board for appropriate decision in public interest

11. Considered noted and approved. The board also gave ex-post-facto sanction for engagmement of 7 temporary 07 chowkidar cum pump operator w.e.f 13-09-2017. For further smooth functioning and providing of drinking water as an essential function of the cantt board, the board resolved to engage the 7 chowkidar cum pump operators on purely temporary basis through outsourcing agency.

12. DISPOSAL OF UNSERVICEABLE ITEMS

The matter regarding disposal of unserviceable items for the year 2015-2016 was placed before the board and the board vide CBR No. 25, dated 17 th Sept, 2015 resolved to constitute a committee comprising of four members including one elected members, two staff of Cantt Board and the GE to oversee the disposal of unserviceable items through auction.

Hence the matter is placed before the board for disposal of unserviceable items by constituting a committee.

13. REMARKABLE ACHIEVEMENTS OF CANTONMENT BOARD RANIKHET

It is pleasure to inform the board that during the tenure of Ms Jyoti Kapoor, CEO, Cantonment Board Ranikhet. The Ranikhet Cantt has achieved under mentioned award and certificates:-

3rd Rank in Swachh Survekshan 2018

The Swachh Survekshan 2018 was conducted by MoHUA, Govt. of India. Wherein the Cantonment Board, Ranikhet has secured 3rd Rank in all India Cantonment Boards. The said award was given by Shri Hardeep Singh Puri, Hon’ble Minister of State independent charge Ministry of Housing and Urban Affairs, Govt. of India in Indore.

During her tenure Cantonment Board Ranikhet has been re-certified as ODF area, distributed 6000 double colour coded small dustbins to each household and shop keepers, attractive double colour coded hanging steel dustbins installed in market area, 52 compost pits dug out in parks and near residential area and organized several awareness programmes, renovation three community toilets and two urinals, installation of five bio-toilets and development of Ranijheel adventure park etc.

Hon’ble Chief Minister of Uttarakhand has also awarded certificates ( Swachhata Samman Certificate) to Cantonment Board, Ranikhet on 18th March, 2018 for Declaration of Cantonment Board as Open Defecation Free area.

Hon’ble General Officer Commanding-in-Chief has also awarded a certificate to Ms Jyoti Kapoor, CEO, Cantonment Board, Ranikhet for her proficiency and devotion for works and set an example for other officers for the year 2018.

13. The Board and especially the PCB appreciated the efforts, sincere work and achievements of the CEO Miss Jyoti Kapoor in the Cantonment. He gave accolades to her on being rewarded with Commendation from GOC-in-C, CC, Lucknow for her work during her tenure in Ranikhet Cantonment.

Also the ‘Swachhata Samman’ by Hon’ble Chief Minister of Uttarakhand on declaration of Ranikhet Cantt as ODF area was appreciated by the PCB and certificates for the same were distributed to the elected ward members and the two Sanitary Inspectors of the board (Shri Ajay Pratap Singh and Shri Chandan Kumar).
