02. Considered . Further the President, Cantt.Board, Ranikhet has decided that as per notification, four clear working days may be given for election of Vice President. Therefore, the special meeting will be held on 16 March 2015 at 12.00 noon for election of Vice President as per Cantt Act, 2006 & Gazette Notification S.R.O. No. 10(E), dated Nov 04th, 2011

03. VOTE OF THANKS

A vote of thanks to be given on the eve of transfer of Brigadier K.A. Mahabir, President, Cantonment Board, Ranikhet.

RESOLUTION

03. The Board unanimously resolved to express its deeps sense of gratitude to Brigadier K.A. Mahabir, erstwhile President, Cantonment Board, Ranikhet for his valuable services/co-operation provided to Cantonment Board, Ranikhet. During his tenure as President he took keen interest in Cantonment Board affairs and tried his best to solve the problems of the people. Cantonment Board members as well as officials wish him all happiness & prosperity in life.

04. SURVEY NO. 99/282 MUTATION OF B.D. PANDEY.

Reference C.B.R. No. 55, dated 31-03-2010.

OFFICE REPORT

This is brought to the notice of board that the Board had passed a resolution quoted under reference to mutate the property of sy no. 99/282, House No. 458A in the name of Shri Bhairab Datt Pandey alongwith other co-sharers and recovered 5% sale price amounting to Rs. 1,266/-. Accordingly Shri Bairab Datt Pandey has deposited a sum of Rs. 1,266/- as 5% of sale price and Rs. 100/- as mutation fee. But the name of Shri Bairab Datt Pandey could not be entered in the G.L.R. in the year 2010.

On 12-01-2012, Shri Bhairab Datt Pandey had again processed for entering his name in G.L.R. mutation of above property in his name. In this connection during scrutiny of file it is found that some formalities and document were incomplete at their end for mutation of property. Further this office has intimated to Shri Bhairab Datt Pandey to complete the rest of formalities. In the year 2013 Shri Bairab Datt Pandey vide their letter dated 25-03-2013 brought to the notice of this office that he could not informed to the Cantt Board Office before purchasing of said shop in the year 1994. As per land policy the matter need to be condone by the higher authority for making the entry in G.L.R.

Further this office again scrutinized all the documents submitted by Shri Bhairab Datt Pandey as well as office land records regarding survey no. 99/282. During scrutiny of records it is also found that the name of seller Shri Shyam Chandra is not entered in G.L.R. of survey no. 99/282.

In this regard legal advice has been taken from CBLA and CBLA advised that the partition deed attached as annexure III is legally correct. Therefore this advice has also communicated to the PDDE vide this office letter No. 261/Da. Kha./99/282, dated 12th Dec. 2014 as an additional information.

Keeping view the above a detailed summary has forwarded to higher authorities vide this office letter No. 261/Sy. No. 99/282/14, dated 18-07-2014 and recently forwarded vide letter No. 261/Sy. No. 99/282/14, dated 23-02-2015 for their valuable advice/guidance to proceed further in the matter and early finalization of the said case. In this regard correspondence is under process with PDDE, CC, Lucknow.

The matter is being putup before the Board for noting and taking appropriate decision.

05. ADOPTING LOGO OF DEFENCE ESTATES ORGANIZATION ON STATIONARY ITESMS, SIGN BOARDS AND PUBLIC NOTICES.

Reference DGDE letter No. 16373/Misc/Adm/LCE/2015, dated 05th Feb. 2015.

OFFICE REPORT

It is submitted that the DGDE vide their letter No. 83/06/DED/DGDE/Coord, dated 14th Jan, 2014 issued the direction regarding above subject matter to all DEO and CEO that the logo is meant for the Defence Estates Organization, it should be used by all DE offices on the requisite stationery items. The logo may appear on the letter pads/envelops/visiting cards etc. It will be optional for a Board to either adopt the logo of the Defence Estates Organisation or adopt their own logo or continue with the logo already adopted and in use. A Cantonment Board, which has not already adopted its logo, will thus have the option of adopting the Defence Estates Organisation logo through a Cantonment Board resolution.

This is bring to the notice of the Board that Cantt Board, Ranikhet have its own logo, but this office does not use this logo on the letter pads/envelops/visiting cards etc. and the said logo is not approved from Board.

Hence a copy of the present logo used by Cantt Board and the prescribed logo of Defence Estates Organization are placed on table for consideration and approval.

Matter is placed before the Board for consideration.

RESOLUTION

05. Considered and Board unanimously decided that the logo of Cantt.Board may be used locally and the logo of Defence Estate Organization may be used for higher authorities of Defence Estates Offices.

06. MUTATION OF PROPERTY COMPRISING G.L.R. SY. NO. 99/98 BY WAY OF INHERITANCE

It is submitted that as per above Board resolution, this office had invited objection vide letter No. 261/Da.Kha./Sy. No. 99/98/14, dated 27th Nov., 2014 in Dainik Jagran and Uttar Ujala daily news papers published on 29-11-2014 regarding mutation of property comprising G.L.R. Sy.No.99/98 in the name of Smt. Prabha Phartiyal w/o Late Shri Govind Singh Phartiyal and Shri Mukesh Phartiyal s/o Late Shri Govind Singh Phartiyal. As per report of record keeper dated 30-12-2014, no objection has been received to this office within stipulated time and all the formalities have been completed by the applicant. Hence the matter is being put up before the Board to accord the sanction for entering the name of Smt. Prabha Phartiyal w/o Late Shri Govind Singh Phartiyal and Shri Mukesh Phartiyal s/o Late Shri Govind Singh Phartiyal by expunging the name of Late Shri Govind Singh Phartiyal.

07. APPOINTMENT OF PERMANENT JUNIOR ENGINEER.

To consider the matter regarding appointment of permanent Junior Engineer.

OFFICE REPORT

It is submitted that the post of the permanent Junior Engineer laying vacant w.e.f. 10-05-2014 due to compulsory retirement of permanent Junior Engineer, which causes the PWD section is facing heavy workload and unable to dispose off the works of P.W.D. section smoothly. The post of Junior Engineer is highly responsible post which needs to be filled up immediately by recruitment.

As per the establishment folder the post of the Junior Engineer is under Budget Head D-3 direct recruitment equated with the Junior Engineer (Civil) P.W.D. department, diploma in Civil Engineer, sanctioned authority vide Headquarter, CC letter No. 82652/Ranikhet/EP/LC6, dated 13-03-1992. In this regard this office approached to the Office of Executive Engineer, Construction Division, P.W.D., Ranikhet vide this office letter No. 121/d-vfHk-@fu-@15, dated 12-02-2015 regarding qualification and pay scale of Junior Engineer exists in their department. In response of our letter, the P.W.D. Dept. vide their office letter No. 431/3/G.E., dated 19-02-2015 intimated that presently the minimum qualification for the post of Junior Engineer is Diploma in Civil Engineering and the pay scale of Junior Engineer is fixed as 9300-34800 GP 4600. As per reservation roster the post of Junior Engineer goes to the General Candidate.

The report of accountant dated 19-02-2015 is placed on the table.

08. PURCHASE OF BOLERO PICK UP FB 2Wd BS3P3 FOR DOOR-TO-DOOR GARBAGE COLLECTION.

Reference PDDE letter No. 43376/RKT/(1)/2014-15/LC5, dated 24th Feb, 2015.

To consider the report of Sanitary Superintendent and Sanitary Inspector dated 30-01-2015 regarding purchase of Bolero Pick-Up FB 2Wd BS3PS ( Ghanta Gadi) for door to door garbage collection.

It is stated that the Cantonment Board, Ranikhet required a utility vehicle (Ghanta Gadi) for door-to-door garbage collection which is necessary as per Municiple Solid Waste (Management and Handling) Rules 2000. In this connection DGS&D rates of Bolero Pick-Up FB 2Wd BS3PS has been invited vide this office letter No. 243/Wahan/15, dated Feb 20th, 2015 from Mahindra & Mahindra, Automotive Sector 202, Second Floor, K-2, Somdatt Tower , Sector 18 Noida (U.P.). The extra expenditure on insurance, registration and accessories etc. is Rs. 50,000/- approx. It is also pertinent to mention here that Rs. 6,00,000/- (Six Lakh Rupees Only) is already sanctioned unde head F(4)(b). Driver for said vehicle will be engaged through outsourcing agency.

Hence the matter is being putup before the board for its approval.

09. IMPOSITION OF LICENSE FEE UNDER SECTION 277.

To consider the officiating Revenue Supdt. dated 13th Feb. 2015 regarding imposition of licence fee under Section 277.

OFFICE REPORT

As per Seciotn 277 of Cantt Act 2006 licences required for carrying on of certain occupations:-

(a) butches and vendors of poultry, game or fish;

(b) persons keeping pigs for profit, and dealers in the flesh of pigs which have been slaughtered within or without cantonment;

(c) persons keeping milch cattle or milch goats for profit;

(d) persons keeping for profit any animals other than pigs, milch cattle or milch goats;

(e) dairymen, buttermen and makers and vendors of ghee;

(f) makers of bread, biscuits or cake and vendors of bread, biscuits or cake made within or without cantonment.

(g) vendors or fruit or vegetables;

(h) manufacturers of aerated or other portable waters or of ice of ice-cream) which are of a perishable nature;

(i) vendors of any medicines, drugs or articles of food or drink for human consumption (other than flesh of pigs, milk, butter, bread, biscuits, cake, fruit, vegetables, aerated or other potable waters or ice or ice-cream) which are of perishable nature;

(j) vendors of spirituous liquor;

(k) vendors of water to be used for drinking purposes;

(l) washermen;

(m) dealrs in hay, straw, wood, charcoal or other inflammable material;

(n) dealers in fire-works, kerosene oil, petroleum or any other inflammable oil or spirit;

(o) tanners and dyers;

(p) persons carrying on any trade or occupation from which offensive or unwholesome smells arise;

(q) vendors of wheat, rice and other grain or of flour;

(r) makers and vendors of sugar or sweetmeats;

(s) barbers and keepers of shaving saloons;

(t) any other perons carrying on such other trade, calling or occupation as the Central Government may, be notification in the Official Gazette, specify in this behalf

As per section 277(4) of Cantonment Act, 2006 The Board may charge for the grant of licence, under this section such reasonable fees, as it may fix keeping in view the fees levied in this regard in a municipality in the State wherein such cantonment is situated ?.

In this connection, it is submitted that this office is proposing to impose license fee under said section 277 on equal rates of adjoining municipal Board Almora. In this connection this office has written a letter to Municipal Board Almora vide this office letter No 237/Licence Fee/15,dated 15-01-2015 to provide the rates of license fee which is applicable on the Shops/businesses at Municipal Board, Almora. The Executive Officer, Nagar Palika Parishad, Almora has submitted a copy of rates for our ready reference vide their letter No. 1479/30-1/2015-16, dated 12th Feb. 2015.

The copy of rates is placed on the table for imposition license fee equivalent to the adjoining Municipal Board, Almora.

The Board may consider the matter accordingly.

10. IMPOSITION OF LICENCE FEE AND PROFESSION TAX ON OLD GRANT/LEASE

HOLD PROPERTIES.

To consider the report of Revenue section dated 17-02-2015 for imposition of licence fee and profession tax on old grant/lease hold properties.

As per report of Officiating Revenue Supdt. dated 17-02-2015 it is submitted that Dte, DE, Central Command has issued a guideline to the Principle Directors of all commands regarding assessment of property at commercial rates on properties where purpose has been changed from residential to commercial vide their letter No. 66/1/C/DE/2003, dated 21st April, 2011. Wherein it is mentioned that “ It is clarified that assessment of old grant/leashold properties based on their actual use, for taxation purpose, is well within the statutory rights of the Cantonment Boards as per the provisions of the Cantonments Act, 2006. While new assessments of the properties be carried out as per these instructions the properties already assessed can be reassessed under section 79 of the Cantonments Act, 2006. All CEOs under your jurisdiction, may, therefore, be instructed to assess the properties put to commercial use in a realistic manner based on the actual income being received from such properties at commercial rates ?.

It is pertinent to mention that the audit team of CAG has also raised a point regarding recovery of arrears for the unauthorized use of residential property held on old grant for commercial purposes.

11. PRIVATIZATION OF VEHICLE ENTRY FEE.

It is submitted that as per report of Toll Supdt. dated 27th Feb. 2015 the matter regarding privatization of vehicle entry is being putup before the Board for consideration.

12. MULTIPLE USE OF MULTIPURPOSE HALL

To consider the report of Revenue Section dated 05-01-2014 for multiple use of Multipurpose Hall such as; Gymnasium, Yoga Centre, Badminton Hall, Multiple use of roof and use of basement.

OFFICE REPORT

This is bring to the notice of the Board that the Brig. K.A. Mahabir, former President, Cantonment Board, Ranikhet has announced that a Gymnasium shall be opened at Multipurpose Hall for the use of General Public on the Defence Estates Day. Therefore this office is proposing to open a Gymnasium, Yoga Centre, Badminton Court and Cafeteria at Multipurpose hall for general public. For this purpose some equipments (such as Treadmill, Dumbbell, Gym bicycle, Stretching ball etc.) is required to be purchased from the local market/nearby market through Local Purchase Committee.

Board may kindly be given sanction to incur the expenditure of Rs. 2 Lac from Cantt Fund Budget Head D-2(e).

The report of Revenu Supdt. dated 05-01-2014 and the report of Draughtsman and Junior Engineer dated 16-01-2014 is placed on the table.

13 REGARDING ESTABLISHMENT OF POLY HOUSE AT CANTONMENT BOARD NURSURY SITUATED AT COMPANY BAGH.

To consider the report of Forest Ranger dated 20th Jan., 2015 regarding establishment of Polyhouse at Cantt Board nursery situated at Company Bagh.

OFFICE REPORT

This is to bring to the notice of the Board that this office has established three nurseries in the different areas i.e. Company Bagh, Observatory Bungalow and office campus for seedling and sapling of various types of trees & flower plants. In this connection a polyhouse measuring 20x5 mtrs is required for their protection in Company Bagh Nursery. The expenditure incurred in this account would be Rs. 2.00 Lac approximately.

Hence the matter is being putup before the board for its approval.

Board may consider the matter accordingly.

13. Considered and approved. Further board suggested that possibilities may be find out to do the same departmentally, if it is not possible then the said poly house may be established through purchasing from vender.

14. PERMISSION FOR EXECUTING THE DEVELOPMENT WORKS IN CANTT AREA OUT OF M.L.A. QUOTA & NATURAL CALAMITIES .

To consider letter No. 746/Anapatti Praman Patra/Vidhayak Nidhi, dated 31-10-2014, letter No. 1291/Anapatti Praman Patra/vidhayak nidhi, dated 11-02-2015 and letter No. Memo/Deo Aao/Ni Kerya/N.O.C./ 2014-15, dated 10-04-2014 received from Block Department Office, Tarikhet requesting to issue NOC for executing certain development works in Cantt Area out of M.L.A. fund & Natural Calamities fund.

It is submitted that the M.L.A. has sanctioned some funds for the under motioned works under natural calamities fund (Devi Apada Fund):-

  1. Repair of damaged nallah at Zaruri Bazar.
  2. Repair of damaged nallah at Tehsil Compound/Renovation of path goes to Treasury.
  3. Kharanja at parking near Rajatgiri Restaurant/C.C.Path.
  4. Repair of path at Kuresiyan Mohalla & outstaind work of construction of park.
  5. Repair of path near Nainital Bank towards Sadar Bazar
  6. Repair of path Balmiki Basti to Shiv Mandir
  7. Construction of tank below at Balmiki Basti at Kurashiyan Mohalla.

As per technical report technical report dated 26th Feb. 2015 the above work except S. No. 2 which involved at Tehsil Compound, State Govt. Land are located within civil area under the management of Cantonment Board.

Hence the board may take appropriate decision regarding permission for construction of above work.

15. MAINTENANCE AND MANAGEMENT OF DEVIDHUNGA WATER SUPPLY SCHEME, MOTOR PUMP AND 125 K.V.A. GEN SET.

To consider the matter regarding maintenance and management of Devidhunga Water Supply Scheme, Motor Pump and Gen Set.

OFFICE REPORT

Quotation were invited for maintenance and management of Devidhunga Water Supply Scheme, Motor Pump and Gen Set for the year 2015-16 vide this office letter No. 133/Nivida/15, dated 07-02-2015. Four quotations could be received by this office within the stipulated period, among which the lowest rates has been shown by M/s Virendra Electronics, Malroad Almora @ Rs. 31,500/- which is shown by red ink in comparative statement.

The Board may consider the matter accordingly.

16. CONSTRUCTION OF VEHICLE PARKING

It is submitted that a letter received from S.D.M, Ranikhet vide their letter No. 138 ¼eq0½@2014&15@ek-eq-?kks-@fnukad 12-02-2015 regarding construction of a vehicle parking on vacant land between Govt. Hospital, Ranikhet and Roadways Bus Station. As per technical report the land is situated on Sy. No. 132 under the management of Cantonment Board, Ranikhet and classified as B-4 Nallah the present structure of nallah is in dilapidated condition.

An another letter also received from S.D.M, Ranikhet vide their letter No. 137 ¼eq0½@2014&15@ek-eq-?kks-@fnukad 12-02-2015 regarding construction of a multistory vehicle parking near Roadways Station, Ranikhet, as announced by Chief Minister of Uttarakhand vide ?kks’k.kk la[;k 249@2015 **jkuh[ksr jksMost LVs?ku ds fudV cgqeaftys okgu ikfdZax ,oa ikfdZax LFky dk fuek.kZ fd;k tk;sxk**- As per technical report the land is situated on Sy. In this connection Board may take appropriate decision for giving NOC for this purpose.

16. Considered and board decided that the matter may be forwarded to higher authorities for their advice that whether permission for construction of parking i.e. (i) multilevel parking near Roadways Station & (ii) parking between Govt. Hospital & Roadways Station, can be given or not?, as the said both land are located on B-4 nallah land under management of Cantt. Board Ranikhet.

18. UPGRADATION OF SERVICES FOR SARTHAK

To consider the matter for making a contract with Srijan Spatic Society Haldwani registered from national Nyas New Delhi

OFFICE REPORT

It is submitted that Cantonment Board Ranikhet is running a center for the wellbeing and welfare of Disabled children in the premises of Cantt Inter College Ranikhet. For this purpose the Board has already engaged an instructor for the said centre on honorarium of Rs.8000/- per month vide CBR No.19 dated 30th May 2014. The Board is planning to provide several other services for the disabled children in future. Therefore this office has approached to Srijan Spatic Society, Haldwani which is working in this field since long, so they have better experience in this regard. The said society is registered in National Nyas, New Delhi.

Now if the Cantt Board, Ranikhet can make an agreement with said society, this board will be benefited from various schemes implemented by the Govt. time to time.

19. DISTRIBUTION FOR FREE SCHOOL DRESS TO THE STUDENT OF FOUR PRIMARY SCHOOLS: CANTT BOARD, RANIKHET.

To consider the minutes of School Management Committee for the month of Feb. 2015 of all school regarding provide uniforms to the students of Cantonment Board Schools.

OFFICE REPORT

It is stated that all schools of Cantonment Board are reflecting an agenda with resolution in minutes of School Management Committee conducted in the month of Feb. 2015 to provide school uniforms to all students of Cantonment Board Schools in upcoming session.

This is also bring to the notice of the board that maximum children enrolled in our school belongs to the weaker section of society and they are unable to purchase school uniforms. The said uniform can be provided to the student as scholarship, which causes maximum children of Ranikhet could be enrolled/admitted in our schools. The budget provision has already been made for the year 2014-15 (R) under head G-1(b) for providing scholarship to the students of Cantt Schools .

Hence board may consider the matter accordingly.

20. RELEASE OF SECURITY DEPOSIT TO THE CONTRACTOR OF ASHIYANA PARK.

To consider the report of Forest Ranger dated 26th Feb. 20015 regarding Release of Security Deposit of Contractor of Ashiyana Park.

OFFICE REPORT

It is submitted that as per above board resolution the board has taken over possession of Ashiyana Park on dated 06-01-2015. As per board order concerned sections inspected the park and calculated the damages made during his contract period amounting to Rs. 11,244/-

The breakup of damages and their charges are as follows:-

  1. Damaged Electric items - Rs. 2,041/-
  2. Unpaid electricity bills w.e.f. 21-12-2014 to 05-01-2015 - Rs. 1,764/-
  3. Maintenance charges of Ashiyana Park of 2 months & 5 days - Rs. 7,439/-

TOTAL - RS. 11,244/-

The total damage charges Rs. 11, 244/- on account of above mentioned damages may be recovered from his Security Money. In this connection a letter has been served to Shri Mukul Sah vide this office letter No. 116/Ashiyana Park/15 dated 26th Feb. 2015 for his presence in the board meeting for defend his side.

Board may consider the matter accordingly.

RESOLUTION

20. Considered and discussed. Further board decided in arbitration between Board and former contractor Shri Mukul Shah, Aashiyana Park, Ranikhet that on request of above contractor and consent of the Board members the damaged electric items Rs., 2,041/- may be wave off instead of those losses which has been bear by the contractor being not taken the entry fee/ticket charges from the visitors during the Ranikhet Mahotshav(which has been organized in Aashiyana park in 2015) and rest amount Rs. 9,203 may be recovered from the security money (i.e. Rs. 25,000/-) of the Contractor and remaining security amount may be released i.e. Rs. 15,797/-.

21. PURCHAES OF PORTABLE FOGGING MACHINE

To consider the matter of purchase of portable fogging machine for mosquito control.

It is submitted that as per report of Sanitary Inspector Cantt Board, Ranikhet dated 19-2-2015 presently two fogging machine are being used for fogging (one vehicle mounted and one portable). One portable fogging machine is also required for fogging purpose, as cantt area is scattered in deferent pockets such as; Sadar Bazar, Zaruri Bazar, Kumpur, Chaubattia, Deolikhet, Rai Estate, Mall Road, Military Area etc. The budget provision has already been made Rs. 1 Lac in the budget head F-4(b) under revised budget 2014-15.

Hence the board may consider the matter accordingly.

22. PURCHASE OF SEMI-CIRCULAR HUME PIPES FOR REPAIRING OF SMALL DRAINS .

To consider the matter regarding purchase of semi-circular hume pipes for repairing of small drains in Cantt area.

As per report of Sanitary Inspector dated 12th Jan, 2015.it is brought to the knowledge of Board that most of the small drains in cantt area in dilapidated condition and some are damaged completely, which needs immediate repair/maintenance. Due to accumulation of waste water in these broken drain, mosquitos are breeding regularly and creating foul smell, which is harmful to general public as well as environment.

As per technical report dated 13th Feb. 2015 these drains can be repaired with semi-circular hume pipe of 8? dia, which will be easiest for cleaning and repairing. For this purpose 1800 mtr semi-circular hume pipe will be required. The rates of semi-circular pipe is not available in MES SSR 2010. The budget provision available under D-2(c) head is Rs. 41 Lac.

Therefore, it is proposed that quotation/limited tender may be called at the earliest, so that the above semi-circular hume pipe can be purchased in the financial year 2014-15.

It is submitted that as per report of Sanitary Inspector dated 12-01-2015 the four tin sheds measuring 10’x8’ are required for storage of segregated waste in four categories (Paper/Cardboard, Plastic, Glass and Metal) at trenching oground, which is necessary as per Municipal Solid Waste (Management & Handling) Rules 2000. For this purpose Rs. 6 Lac has been sanctioned in budget 2014-15(R) under head F-4(b).

To consider the matter regarding fixing/purchasing of hanging steel garbage container and fancy fiber dustbins.

As per the report of Sanitary Supdt. and Sanitary Inspector dated 30-01-2015 it is submitted that there is no proper arrangement for waste collection in Roadways Bus Station, KMOUN Station, Cantonment Schools, Park, Cantt residential premises, which causes garbage littered in hither thither condition in above places.

Therefore this office is proposing to fix the hanging steel garbage container or fancy fiber dustbin by purchasing through quotation. As per report of Sanitary Supdt. and Sanitary Inspector, 50 nos. of garbage container/dustbin (capacity 50 to 100 ltr.) are required for the above purpose.

The budget provision is made under F-4(b) head for the budget 2014-15(R) Rs. 5 Lac., which not utilized till date. The financial year is going to be closed, so board may purchase the above items in the financial year 2014-15.

26. GRANT/REVISION OF ACP AS PER 6TH PAY COMMISSION TO THE ELIGIBLE CANTONMENT FUND GROUP ‘D’ EMPLOYEES

To consider the matter regarding grant/revision of ACP as per 6th Pay Commission to the eligible Cantonment Fund Group ‘D’ Employees.

It is stated that this office has already been given the benefit of 14 years (I ACP) and 24 years (II ACP) (as applicable) to the all group ‘D’ employees of this Cantonment Board as per Dte., DE, Central Command, Lucknow letter No. 34238/Gen/LC6, dated Dec 21st, 2001 up to Aug 31st, 2008.

It is pertinent to mention here that the detail of grant of ACP/Revision of Pay scale as per VI pay commission in pursuance of Uttarakahnd Government GOs are as under :

(i) Revised pay scale/Grade Pay Rs. 1800/- to Rs. 1900/- (1st ACP) after completion of 10 years of service vide G.O. No. 872XXVII(7)N.Prati/2011, dated March 08th, 2011, G. O. No. 65/XXVII(7)40(IX)/2011, dated Aug 04th, 2011 & G.O. No. 216/XXVII(7)40(IX)/2011, dated Oct 14th, 2011. Grade Pay Rs. 1900/- will be given w.e.f. Sept 01st, 2008 notionally & Financial benefit will be given w.e.f. March 24th, 2011.

(ii) Revised pay scale/Grade Pay Rs. 1900/- to Rs. 2400/- (2nd ACP) after completion of 16 years of service vide G.O. No. 872XXVII(7)N.Prati/2011, dated March 08th, 2011, G.O. 589/xxvii(7)40(IX)/2011, dated 01-07-2013, G. O. No. 65/XXVII(7)40(IX)/2011, dated Aug 04 th, 2011 & G.O. No. 216/XXVII(7)40(IX)/2011, dated Oct 14th, 2011. Grade Pay Rs. 2400/- will be given w.e.f. Sept 01st , 2008 notionally & Financial benefit will be given w.e.f. March 24th, 2011.

It is pertinent to mention here that Grade Pay Rs. 2400/- has been sanctioned by the Uttarakhand Government inplace of Rs. 2000/- as per G.O. No. 589/xxvii(7)40(IX)/2011, dated 01-07-2013 as 2nd ACP for group D employees.

(iii) Grade Pay Rs. 2400/- to Rs. 2800/- i.e. 3rd ACP will be given on completion of 26 years of service vide G.O No. 589/xxvii(7)40(IX)/2011, dated 01-07-2013 & G.O. No. 589/xxvii(7)40(IX)/2011, dated 01-07-2013. Grade pay Rs. 2800/- will be given to the eligible group ‘D’ employees w.e.f. Sept 01st, 2008 notionally and financial benefit will be given w.e.f. March 24th, 2011.

General sanction of higher authorizes is required for grant of ACP/Revision of Pay scale as per VI pay commission in pursuance of above quoted Uttarakahnd Government GOs for group ‘D’ employees.

Provision for payment of arrears on account of ACP/revised grade pay/selection grade has already been made in concerned heads under Budget Estimate for the year 2014-15 (R) and 2015-16 (O).

The report of Accountant, dated 03-03-2015 alongwith the relevant G.O. is placed on the table. The Local Audit of the Service Books of the eligible employee will be got done after the getting the sanction from Dte. DE, Central Command, Lucknow.

Hence the matter is being put up before the Board for consideration.
