Minutes of proceeding of ordinary meeting of the Cantonment Board, Almora held on 4th March 2014, at 1100 hrs. in the office of the Cantonment Board, Almora to dispose of the business as per Agenda appended below:-

2- CONFIRMATION OF RESOLUTION PASSED BY CIRCULATION

To confirm the resolutions passed by circulation are as under:-

i) Dated 22nd February, 2014 regarding extension of term of Doctor.

ii) Dated 22nd February, 2014 regarding extension of term of Pharamacist.

iii) Dated 22nd February, 2014 regarding payment of enhanced D.A. 80% to 90% w.e.f. 01-07-2013 to Cantt. Board employees and pensioners.

To consider the monthly account for the month from June to November, 2013.

The statement of account for the month from June to November, 2013 is placed on the table. The details of receipt and expenditure are appended below:-

4- BUYING A HYDRAULIC COMPACTOR THAT PROVIDES FOR ENVIRONMENTALLY SUSTAINABLE SOLID WASTE MANAGEMENT

To procure the hydraulic compactor through the firm that has bid the lowest rate for Uttarakhand Tourism Development Board.

This compactor provides an integrated solution for collection, compaction and end use disposal of the non-biodegradable waste. Further it is a revenue generation self sustainable model in managing non-biodegradable waste. It helps in making the Cantonment area clean and 100% plastic free.

Relevant papers regarding compactor details are put up on the table.

The Board may consider the matter accordingly.

RES: Discussed. In principle approval given for buying compactor but prior to giving order, firm is to give detailed presentation once. CEO will visit the place where compactor is already installed and check its working details.

5- DELIMITATION OF WARDS

To consider the matter of delimitation of wards in Almora Cantt. for upcoming elections.

The Board may consider the matter accordingly.

RES: Board is not in favour of splitting the single military unit present in Ward No. 1. Board has decided not to go for delimitation of wards.

6- PERMISSION FOR RENOVATION OF THOMAS HOUSE SY. NO. 136 ALMORA CANTT.

Reference C.B.R. No- 04 dated 4th December, 2013.

Vide above C.B.R. the matter regarding renovation of Thomas House Sy. No. 136 was discussed and the Board resolved that J.E. should submit technical report for the same.

In this connection a report has been submitted by the J.E. Cantt. Board Almora headquarters Nainital.

The relevant papers alongwith J.E. report are put up on the table for consideration.

The Board may consider the matter accordingly.

RES: J.E. technical report is submitted. As per ‘Cantonment Law’ Vol. 2, 4th Revised Edition, page no. 364 “Outside the civil areas of the Cantonment, the Military authorities are consulted only where a building is proposed to be erected on resumable land.”

Based on this clause, the matter regarding renovation of Thomas House Sy. No. 136 is referred to Local Military Authority (LMA) for his views. Also undertaking is to be given by owner of Thomas House on the purpose of renovation and its intended use.

7- CONSTRUCTION OF TIN SHED GARAGE IN SY. NO. 40 (PRIVATE LAND)

To consider the application regarding construction of tin shed garage in Sy. No. 40 (Private land) received from Smt. Basanti Thapa.

The application alongwith JE report is put up on the table.

RES: Considered. The permission of tin shed garage in Sy. No. 40 (private land) be given to applicant as per plan submitted by her.

8- EXTENSION IN TERM OF ELECTED MEMBERS .

To note Govt. of India, Ministry of Defence, DGDE, New Delhi letter No- 76/38/Cantt Act/C/DE/2012 dated 30th December, 2013 regarding extension in term of elected members of 58 Cantonment Boards till 5th June, 2014.

The relevant letter is put up on the table.

The Board may consider the matter accordingly.

RES: Noted.

9- AMOUNT TO BE DEPOSITED IN PENSION FUND ACCOUNT

To consider for depositing an amount of Rs. 38,00,000/- (Rupees thirty eight lakh only) in Pension Fund Account as per revised budget estimates for the year 2013-14.

Provision of Rs. 41,50,000/- (Rupees forty one lakh fifty thousand only) under head H(1)(a) was made for revised budget estimates for the year 2013-14.

The report of Accountant is put up on the table.

RES: Considered. The amount of R. 38,00,000/- (Rupees thirty eight lakh only) be deposited in Pension Fund Account of this Board.

10- RE-FIXING OF RATE FOR ENGAGEMENT OF OUT SOURCING STAFF

The tender/rate for engagement of out sourcing staff was called through newspaper. The lowest rate Rs. 153.85 per day offered by Prakash BPO, Kendriya Bhandaar, Ramnagar was approved by the Board vide C.B.R. No- 04 dated 12th April, 2013. The above rate is to be revised @ Rs. 207/- per day (Rs. 5382/-) instead of Rs. 153.85 per day (Rs. 4000/-) as per Minimum Wages Act. A letter received from outsourcing workers showing less wages paid to them and be paid as per minimum wages act rate.

RES: Considered. The revised rate Rs. 207/- per day plus service tax & service charges is approved as per Minimum Wages Rate.
